Professional Summary

Responsible for the overall performance of the Facility Licensing and Compliance/Inspection Program for the new Missouri Medical Marijuana Regulatory Program. Direct and manage the Facility Licensing Unit and Compliance/Inspection Unit functions and staff, ensuring compliance with Article XIV of MO’s Constitutional requirements and rules. Oversee and resolve compliance and violation issues. Work with government and community stakeholders. Support the overall success of the Medical Marijuana Regulatory Program, including developing strategies, addressing risks, hiring staff, and developing policy and procedures. Serve as a subject matter expert on facility licensing and the compliance and inspections of medical marijuana facilities.

Session Abstract

On November 6, 2018, Missouri voters approved Article XIV allowing Missouri to permit state-licensed physicians to recommend marijuana for medical purposes to patients with qualifying medical conditions.  The Department of Health and Senior Services (DHSS) is the state agency designated to implement, staff, and manage the program in alignment with Article XIV.

This presentation will cover the Department’s strategies related to the implementation and on-going operation of the program.  Attendees will be presented with a variety of information including the program’s history, timeline for implementation, goals, and status of patient registration and facility application implementation.  Finally, I will discuss where the program is headed in the next 6-12 months.

Attendees will gain an understanding of Missouri’s mission to administer the medical marijuana regulatory program while keeping the provisions of Article XIV and rules at the forefront of decisions.  The presentation will include insight into Missouri’s efforts to make medical marijuana accessible for qualified patients, uphold quality and safety standards for medical marijuana, and regulate the medical marijuana industry to comply with Missouri law.
